低噪声建造工艺声学仿真软件采购项目已具备招标条件。资金来源国拨+自筹资金。上海振华工程咨询有限公司（招标代理机构）受江南造船（集团）有限责任公司（招标人）的委托，对该项目进行国际公开招标采购。

The Low noise construction process acoustic simulation software procurement project has already met the bidding conditions. The funds are sourced by the State funding and self-financing. Shanghai Zhenhua Engineering Consulting Co., Ltd. (Bidding Agency) hereby conducts international public biding procurement for the project upon entrustment byJiangnan Shipbuilding (Group) Co. LTD  (Employer).

1.3招标内容：包括软件的开发、设计、安装、调试、培训、验收、技术支持及售后一系列服务，直至最后交付使用、档案归档等全过程的交钥匙工程。

1.3 Bidding content:Including software development, design, installation, debugging, training, acceptance, technical support and a series of after-sales services, until the final delivery,file filing and other whole-process turnkey projects.

技术规格/主要功能用途：

该软件主要用于通海管路噪声、舱室噪声、水下辐射噪声仿真等计算工作，以评估通海管路水下辐射噪声大小，支撑通海管路安装工艺参数与声学质量的量化关系研究，促进通海管路低噪声建造质量控制能力的形成，主要包括桌面模块、有限元声学计算模块和边界元声学计算模块。

Technical specifications/main functions and uses:

The software is mainly used to simulate sea pipeline noise, cabin noise , underwater

radiation noise and etc. for evaluating the underwater radiation noise of sea pipelines, supporting the research on the quantitative relationship between sea pipeline installation process parameters and the acoustic quality, and promoting the formation of quality control abilities for low-noise construction of sea pipelines. The software mainly contains desktop module, finite element acoustic calculation module and boundary element acoustic calculation module.

1.5交货期：合同签订后4个月内全部交付，其中中标方需在合同签订后1个月内，把合同规定的全部软件模块及软件正式许可证和技术文件交付到用户现场，3个月内完成培训及验收。

1.5 Delivery period: All the products shall be delivered within 4 months after signing the contract, among which the winning bidder shall deliver all software modules, software formal license and technical documents stipulated in the contract to the user site within 1 month after signing the contract, and complete training and acceptance within 3 months.

2. *Qualification Requirements for Bidders

2.1投标人具有独立法人资格，提供有效的营业登记等许可经营的证明文件。

2.1 The Bidder shall have the qualification of a legal person and provide valid business registration certificate and other business license documents.

2.2 投标人/制造商须具备自2016年1月1日以来投标软件在水下辐射噪声计算应用的业绩1个。（业绩均须附供货合同必要部分复印件（原件备查），如合同无法体现上述应用要求的，须提供技术协议等相关证明文件，如未提供业绩证明材料，评标委员会有权拒绝该投标）.

2.2 The Bidder/manufacturer must have at least __one__(Qty.) set of achievementuserforbidding software in the calculation of underwater radiated noise since_January 1, 2016_ (date). (The achievement must be accompanied by a copy of thenecessary parts of thesupply contract(The original copy for future reference),If the above application requirements cannot be reflected in the contract, relevant certification documents such as technical agreement shall be provided,If the certification materials for achievement are not provided, the bid evaluation committee has the rights to reject the bid).

2.3本次招标接受代理商投标，代理商必须得到制造商同意其在本次投标中提供该货物的正式书面授权书。

2.3 This bidding accepts bid from agent, and the agent must obtain the manufacturer's formal written authorization for consent to supply goods in this bids .

2.4本次招标不接受联合体投标。

2.4 This bidding does not accept joint bid.

2.5.投标人未被列入江南造船（集团）有限责任公司失信名单。

2.5.The bidder is not listed in the dishonest list of Jiangnan Shipbuilding (Group) Co., Ltd.

2.6投标人必须向招标代理机构购买招标文件并进行登记才具有投标资格；接受委托参与项目前期咨询和招标文件编制的法人或其他组织不得参加投标。

2.6 Bidder must purchase and register the bidding document from the Bidding Agency to become eligible for bid; legal person or other organization that are entrusted to participate in the preliminary consultation of the project and the preparation of bidding documents shall not participate in thebid.

2.7投标人在投标前需在中国国际招标网上完成注册。评标结果将在中国国际招标网和中国招标投标公共服务平台公示。

2.7 The Bidder needs to register onwww.chinabidding.com before the bid. The evaluation results will be released onwww.chinabidding.com andwww.cebpubservice.com.

3.招标文件获取

3. Acquisition of Bidding Document

3.1凡有意参加投标者，请于2021年12月31日到 2022年1月10日（法定公休日、法定节假日除外）每日上午09时至11时，下午14时至17时（北京时间，下同）到购买招标文件。

3.1 Those who are interested in participating in thebid, please purchase the bidding documents from 9:00AM to 11:00AM (Beijing time, the same below) and 14:00PM to 17:00PM every day in the period fromDec 31, 2021 toJan10, 2022 (except public holidays and statutory holidays).

3.2招标文件每套售价￥800/$120，邮购纸质标书须另付邮费￥50（国内）/$70（国际），售后不退。

3.2 Each set of bidding document is priced at￥800/$120 , and mailing of hardcopy bidding documents are subject to additional postage of￥50 (domestic)/$70 (international), which are non-refundable after sale.

3.3现场购买：凡有意购买招标文件的潜在投标人，请并携带“法定代表人（单位负责人）授权委托书原件、委托代理人身份证明原件及复印件、营业执照复印件（加盖公章）、资质证书（如有）复印件（加盖公章）、招标文件购买记录表、开票信息单”前往 上海市普陀区中山北路2790号杰地大厦14楼招标代理部 购买，可支付现金或银行汇款。银行汇款支付的投标人应在汇款后两天携带加盖公章的银行汇款底单复印件前往购买。招标代理机构将电子招标文件Email发送至投标人。

3.3 On-site purchase: Any potential Bidder who intends to purchase the bidding documents, please carries the original copy of the Letter of Authorization of the legal representative (person in charge of the organization), the original and copy of the identity certificate of the authorized agent, a copy of the business license (with official seal), a copy of the qualification certificate (if any) (affixed with official seal), and bidding documents purchase record sheet and billing information sheet" to theBidding Agency Office on 14F Jiedi Building, No. 2790, North Zhongshan Road, Putuo District, Shanghai City, and the payment is made by either cash or bank remittance. The Bidder who pays by bank remittance shall present a copy of bank remittance slip affixed with official seal two days after the remittance to purchase. The Bidding Agency will send the electronic bidding documents to the Bidder via e-mail.
